Raphinha’s initial offer from Arsenal will be turned down because it is less than what Leeds is willing to pay for the Brazilian forward.
Raphinha, 25, has two years left on his contract, so Leeds are not under any pressure to sell him, even though it is unlikely that he will agree to a new one at Elland Road.
Arsenal is anticipated to make a better offer when they return.
Raphinha, whose agent is the former Barca player Deco, is reportedly someone else Barcelona is interested in signing.
The Brazil international signed a four-year contract with Leeds after leaving Ligue 1 team Rennes in October 2020. In his debut season, the player scored six goals and provided eight assists in 29 Premier League games. The previous year, the player scored 11 goals and provided three assists in 35 league games.
Arsenal and Manchester City forward Gabriel Jesus are still in contract negotiations.
The Brazilian international is thought to be available for £50 million from City.
